It's true that you can build up an army after your first one dies, but that potentially means having to use resources inefficiently. But there are things that beat it that don't beat it and a 2/2 or 4/4 Army, like a bunch of chump blockers, or a hard removal spell and some pressure. If you have an 8/8 Army, there's probably nothing that beats it that doesn't also beat a 10/10 or 12/12 Army. My point isn't necessarily that Amass is bad flat out, but that you fairly quickly hit a point of diminishing returns relative to what you'd get for just playing creatures.
